Project Strengthening Essential Public Health Functions In The North Of Vietnam


 This project launched in June 2017 with support from Center for Disease Prevention and Control, the US, and aims to strengthen surveillance, early detection and response capacity to emerging and re-emerging infectious diseases in the North of Vietnam in correspondence to the Global Health Security Agenda and the International Health Regulation.

 The project has following specific objectives:

1. Strengthening regional laboratory systems by enhancing laboratory diagnostic capacity and increasing Quality Management System capacity
2. Strengthening regional biosafety and biosecurity capacity through enhancing calibration services capacity and strengthening biosafety and bio-risk management capacity
3. Strengthening surveillance capacity through training and conducting sentinel surveillance sites for SARI, acute encephalitis syndrome, Chikungunya-Dengue-Zika, HBV and HCV
4. Strengthening event-based surveillance (EBS) through maintaining and expanding EBS activity to whole 28 provinces in the North of Vietnam
5. Strengthening indicator-based surveillance (IBS) by training and reinforcing existing surveillance system; improving data management, analysis and interpretation skills of provincial and district health staff
6. Developing and strengthening EOC response capacity by maintaining and upgrading newly established EOC, developing operational manuals and SOPs, training staff and expanding EOC network to provincial level, Training for Rapid Response Team (RRT) for regional and provincial staff
7. Improving workforce capacity through trainings and workshops on short-term field epidemiology training program (FETP), Rapid Response Team (RRT) for regional and provincial staff and through on-site mentoring activities
8. Strengthening of HIV/AIDS surveillance and HIV testing laboratory system

Following are several highlighted activities implemented in the first year of the project:

• Establishment of the Emergency Operations Center in NIHE and finalization of guidelines and SOPs
• Pilot of event-based surveillance systems in Nam Dinh and Quang Ninh provinces: cascade trainings for health staff and collaborators at all levels, supplication of equipment for surveillance and reporting, and supportive monitoring trips
• Implementation of SARI sentinel surveillance in Thanh Hoa General Hospital and National Pediatric Hospital
• Significant contribution in development of Sentinel Integrated Surveillance Guideline for Chikungunya-Dengue-Zika that will be launched from October 2017 at all sentinel sites of the nation
• Implementation of training courses on laboratory technics, biosafety, biosecurity and quality management for national, regional and provincial health staff
